Summary of protocol to establish a BLM project through the GP-CESU


 

Consult the GP-CESU Mission Statement, Cooperative Agreement (CA), and BLM Technical Representative (Tech Rep) to confirm that the project is appropriate for the GP-CESU.  The Tech Rep may ask to see a written scope of work (or proposal), budget and timeline before approval.

        Wyoming State BLM Assistance Officer (AO): Ilze Karkins-Powers, Ilze_Karklins-Powers@blm.gov

1)    The AO will electronically provide you with a working package that includes boilerplates of all the required documents for your use and action.  Documents include the following:   

  • Statement of Programmatic Involvement (SPI)– completed and signed by BLM collaborator

  • SF 424 – completed by university collaborator

  • SF 424A – completed jointly

  • SF 424B – completed by university collaborator

  • Task Order – included Form 1511-1 and Narrative – Complete in draft form by both parties

2)  The university collaborator should process any paperwork their internal grants and contracts office requires.

3)  The university grants and contracts personnel will forward the SF424, 424A, 424B and any other proposal documentation to the AO.

4)    The BLM collaborator will submit the SPI and draft task order to the AO electronically (a hard copy to follow).  A Purchase Requisition should also be submitted via the IDEAS network.

5)    Upon review by the AO, the AO will accomplish an Instrument Selection Determination (ISD) and obtain appropriate approvals.  The AO will finalize the task order and mail it to the university partner for review and signature.  The partner returns it to the State office for State Director or Field Manager signature.  AO signs and distributes the task order, including a copy to the GP-CESU Administrative Coordinator.

The AO must send a copy of the task order to the GP-CESU Administrative Coordinator at the host university.

Once work is completed, an electronic copy of the final report must be sent to the GP-CESU Administrative Coordinator.  A project abstract or executive summary will suffice in instances when a written final report is not the end deliverable.
