Summary of protocol to establish a NRCS project through the GP-CESU

1)  Projects can originate from all levels of NRCS:  NHQ, Centers, States.


2)  Project must include a scope of work (proposal).  The proposal must include the following items:

  • Background of the Project

  • Timeline for the Project

  • Process for completing the task

  • Detailed Budget (indirect costs are limited to 10%)

  • Detailed list of Deliverables

3)  NRCS Project Manager works with Budget Officer to assure fund availability.

4)  Contract Modification must be completed, these can be requested from Fred Reaves (NRCS National CESU Coordinator), Fred.Reaves@wdc.usda.gov, 202-720-1872 (also available for download).


5)  Once completed, email the Modification and proposal onto Fred at NHQ.  Note:  the Modification must have the PI and Grant Administrator contact information completed.
 

6)  Fred will assure the proposal meets the requirements for the CESU, assign and log the modification number, and sign as the CESU Research Coordinator.
 

7)  The Modification will then be returned to the NRCS Project Manager (PO).
 

8)  The PO will work with the local Contracting Officer to secure the Principal Investigator and Grant Administrator signatures.   At this time, the University generates their internal tracking documents - PI-blue sheets, Grant Administrator-green sheets.
 

9)  When partner signatures are completed, the Modification is returned to NRCS for final signature.
 

10)  If the Modification is over $100,000, the Deputy Chief for Management must sign.  Fred will facilitate this signature.
 

11)  If the Modification is under $100,000, the host State Conservationist can sign.
 

12)  Budget Officer obligates funds.
 

13)  After signature from management, the Modification and budget obligation is complete and the work can begin.

 

*A copy of the Modification form MUST be submitted to the GP-CESU Administrative Coordinator

** Upon project completion, an electronic copy of the final report/deliverable MUST be submitted to the GP-CESU Administrative Coordinator
