Summary of protocol to establish a USGS project through the GP-CESU


 

  1. Consult the GP-CESU Mission Statement, Cooperative Agreement (CA), and USGS Technical Representative (TechRep) to confirm that the project is appropriate for the GP-CESU.  The USGS TechRep may ask to see a written scope of work (or proposal), budget and timeline before approval.

  1. The USGS TechRep and the USGS procurement official or other person knowledgeable about the GP-CESU Cooperative Agreement will instruct you on how to proceed.  Steps will include:

a.  The USGS and research/university collaborators work together to prepare a proposal or scope of work, detailed budget, and a timeline.

b.  The university/organization partner must complete SF424 (Application for Federal Assistance), SF424A (Budget Information Form), the US Dept. of Interior Certifications for Federal Assistance and any other paperwork their internal contracts and grants office requires. 

c.  The university/organization partner submits the proposal and paperwork to the USGS cost center for funding.  The USGS collaborator submits a requisition request to the cost center. 

d.  If approved, the USGS cost center forwards the proposal with an official DI-1 to HQ Office of Aquisition & Grants.  The proposal is then funded through a Research Cooperative Project Award (i.e. modification to the GP-CESU CA) from the USGS to the university under authority of a Master CESU Agreement.  Research Cooperative Project Awards should be processed through the administrative officer of the originating USGS cost center in accordance with delegated procurement authority.  Work may begin once the project funds are transferred.

  1. The agency contract specialist must send a copy of the award to the GP-CESU Administrative Coordinator at the University of Nebraska-Lincoln.
     
  2. Copies (electronic files) of the progress reports must be sent to the Administrative Coordinator in addition to the funding agency manager.
     
  3. Once work is complete, a hard copy and an electronic file of the final report must be sent to the GP-CESU office (to be posted on web site).  A project abstract, or an executive summary will suffice in instances when the end deliverable does not involve a final report.
